The east's clearest win is community services: an average of 61 versus 42 in the west. Boroondara sits at the 80th percentile nationally, anchored by superior library funding and maternal health coverage that reflects decades of compounding rate revenue. Melton (22nd percentile) and Merri-bek (33rd) drag the western average down — Melton because its population is outrunning its infrastructure pipeline, Merri-bek because legacy services haven't kept pace with densification.
The west's surprise victory comes in lifestyle and amenity: 59 versus 46 for the east. Maribyrnong (74th percentile) and Brimbank (72nd) post strong community satisfaction and governance engagement scores. The most damning eastern result: Yarra sits at just the 28th percentile on lifestyle despite Fitzroy, Collingwood and Richmond. Density disputes, parking wars and a governance track record that includes multiple ministerial interventions are pulling the score down hard.
Financial sustainability splits both sides rather than separating them.
